As of now California Residence may enter the park and there is a separate line to purchase tickets with proof of residency. Those out of state may purchase ticket but need to provide proof of vaccination and need to be older than 16 years of age to enter the park.

Check website. I think you can attend as CA resident or with proof of vaccination.
If you have your vaccine card you may go as a non-resident
When I went it was just for CA residents.
