Depends on the event, or hotel promotion. I'd read the fine details on the event or ticket you're interested in. Maybe call them up. You can purchase early entry to the current Halloween events but have to pay extra.
Usually you only ge t in early when your hotel is connected to the park. Not sure in CA, but everywhere else I've been in the States.
