They do have areas for smaller children, also the shows that they have there like Water World is a good one. They also have a Dino play are by the Jurassic Park ride that I'm sure they'll love. Oh and also taking pictures with Optimus Prime, Bumblebee and Blue from Jurassic Park is always a fun activity and you get some awesome pictures. My favorite is Frankenstein and Scooby-Doo and Shaggy at the Mystery Machine.

I also have a 2 and 4 year old and the 4 year old can ride Pets, Minions, Transformers, Flight of the Hippogriff. Both can ride the Studio Tours and a small ride in Minions fun land area. 2 year old can't do much but walking around is still enjoyable and seeing shows and eating. We got season passes (live out of state) and don't regret it! Love every moment.
My kids have always loved it. Yes child swap works great for the older peyote in the party. Got to go on life of pets and the water play area is awsome.

Most rides are meant for older riders, but they do have a "child pass/exchange" system so all in your group can take a turn. Plan to watch the Animal Actors live show or Water World live show and enjoy your meal or just cool down in the Krusty Burger dining area on the 2nd floor. Stay hydrated and have fun!
