State Highway Dept is your best bet. I'm not sure how much rain they get around there. I'm guessing not much.
You can usually find out about road conditions using Google maps or other navigation apps. There is a visitor's center right outside of town and they may have a phone number, but on-line info may be more readily available. Anticipate rock slides any time of year, with the additional mud slides during the rainy season. There may be a requirement of snow chains over the mountain pass and even in the desert.
