Why is a dog off leash allowed to wander the store aimlessly without its owner anywhere in sight? It's very unsanitary and a health cide violation.

I've left several messages, written letters and even sent a copy of the letters to the owners in the East Bay over the years. Apparently nobody is too moved to act or unconcerned about this public health issue.
