I like to use Enterprise car rentals. Pick up request times work best when you request them about an hour in advance -- unless it is a really busy day like the day after Christmas, etc. On days like that good luck getting a rep on the phone in under 2 hours. But they did eventually answer after 3 calls--I kept getting their recording and then was cut off the first two tries after about 20 minutes of waiting both times. Once I finally spoke to a person I was picked up within the next 20 minutes though.
They have always been excellent both here in sacto and when I lived in Los Angeles. Never had good luck with anyone else. Enterprise is your best bet
Enterprise is a bit unorganized with a high staff turnover. If you want a pick up don't arrange it in advance. I did a schedule pick up 6 hours in advance and the forgot to schedule my pick up.
