They do. It's the front desk line. The issue is if there's a lobby full of people, those people, being there in person get priority, rightfully so. It would be rude of them, mid interview for a report, cut a Victim off and answer a phone. If you need Police to respond for a non-emergency, call 877-ask-lapd. That's non-emergency dispatch, not an Officer at a desk taking reports. Hope that answers your question! 😉
Well Bill, or should I say pass the buck Bill. Your answer makes total sense except for a small oversight on your part, indeed 99% percent of the those calls aren't from people that called Pacific Division they dialed 911 to report property crimes theft for example and are being transferred by 911 operators to your station number if the incident happened in the pacific divisions specified coverage area not to 877-ASK-LAPD as you suggest. So Bill your saying there's a full lobby of people waiting to be helped and the phone is ringing all day which nobody answers of people like me trying to file mostly property theft reports, or getting a copy of a police report, that are never even investigated. The real answer not answering the phone reduces the number of crime reports filed which in turn makes it appear there reducing crime in the city, that's it.
