I am resident of California since 1994. Since June of 2018 we are in Michigan, and return back to California on November 14, 2018. For the time being here, we requested the mail to be forwarded in Michigan; however so far we did not get the ballot.

You need to call the Department of Voter Registration/Registrar of Voters so you can get an update or make a necessary change as soon as possible. The number can be found online. Just explain your situation. Let them know you still live in the county but are temporarily away and would like to vote by mail. https://www.voteinfo.net/

I think you should call the Registration of voters Deparment and let them know as soon as possible.
