My passport has expired. I want to return to my country early next year. But the consulate has not been open so far. How can I change my passport?
There is no mail option. If you would prefer receiving your visa via mail, you should use a visa processing service, though that will add $100+ onto the cost of your visa.
I would prefer going there myself than using fedex.
