There is nominal charge possible but the booth is rarely staffed. So it's usually free of charge.

Weekdays are feee, weekends are $5 parking, $2 for every dog in a car. Fishing license charges are separate.
They charge for parking & for dogs during summer months. $5.00 to park, $3.00 for dogs. But only while the booths are manned which is usually weekends until 5 pm. If you walk in without parking on site there is no fee.

I've been going there for over 20 years. I've never paid to park there. There is also the jail parking lot right next to it. Everyone parks there, especially on race days.
I think only certain holidays and busy periods do they charge.
