You'll need special permissions so it's better to refer to the Building's administration. There are tons of videos and movies that have been shot there
Yeah last time I was there they were two guards in the lobby. In your restricted to the first floor and the stairways going up to the first landing but you can't go up to the second floor proper and you certainly can't go inside the elevator.
If you try to shoot without permission the security guard will kick you out!
