National Park site rules allow dogs on leashes no longer than 6 feet in parking lots, vista points, picnic areas, camping grounds and alongside roads--- pretty much anywhere a car can go. Dogs are not allowed in visitor centers or on trails, unless they are service animals.
Along the viewpoints on top of the canyon it's fine. However, inside the canyon may be different. Folks still live and ranch there. Since you can hike down and back up the canyon or take s Jeep tour with a local guide leashing may be okay. I'd still call the information center to see what the current rules are.
