The 800 number is just the customer service center. They have no access to the application to tell me why they've had mine over 6 weeks with no information when I paid for expedited. I need to talk to someone who can help me. I'm devastated right now.
The 800 number listed on the website is the best you can do. If you get a busy signal call again and do so until you get through. Once you are on hold it can be up to 5 hours before you talk to someone, but if you wait long enough you'll get through.
