Day and night should be safe, but I'd probably take the shuttle instead as it is a good walk to the strip.
We took the shuttle there and uber back, it was only $8 to uber back.
People walk to and from the hotel all hours without incident
We used the shuttle, as advised from others. However we also had 2 kids with us.
I never felt unsafe when I walked to the store. I would always use caution as a rule of thumb. Maybe more importantly, don't walk at night.
It was safe for us.
