Some Vehicles come with spare tires and some don't a lot of it has to do with balance to weight ratio and of course cost. If you look on the Maroney / MSR piece that was attached to the window it will let you know whether your vehicle was supposed to have a spare tire or a tire inflation kit. But as long as your model was equipped with a space for a spare tire I would highly suggest getting one.
Yes it is normal for that year, however your vehicle should come with a tire inflation kit. The manufacturer really wants you to rely on your roadside assistance that they provide. If it is terribly important that you have a spare tire you can order a spare tire kit from the parts department.
A lot of the new cars come without a spare tire because you do not need them that call the dealer to make sure that this is true because yes it is standard for a car to come with a spare tire
