Can the SPCA pick up stray dogs? I don’t have a car and there’s a dog that has been in my neighborhood for weeks. She’s very friendly and looks malnourished.

You need to call your local Animal Control. You can have the SSPCA pick up the pet from that shelter and brought to the SSPCA.

Call 311 on Tuesday, tell them your tale, they will give you correct agency to call for strays. Poor girl, hopefully her forever family will adopt her.
