Cellular service is available immediately west of the dining hall flagpoles, and along the beach. It is my understanding of Oregon law that beach access is open to the public, even though the camp is private property. That said, it is always good to let camp staff know if you are crossing camp property, as they bear some responsibility for anyone there.
Depending on your carrier, their may be intermittent spots of service. You should be able to looks up coverage maps for your phone carrier. However, Camp Meriwether is not public land. The beach associated with the BSA camp is also not public. All are BSA council owned
