Not sure if HSSV offers the service. I'd call.

You can register and get emotional dog harness etc easily online. But for it to be legit (eg to take on flights etc), you would need your psychiatrist or psychologist to issue you a medical proof.

Hssv doesn't certify dogs. Talk to your medical provider.

I don't think the HS is the agency issuing this certificacion.

Emotional support pets are a doctor thing. Official registrations are for working animals and those require training and certification.

You can get registered online fairly easily but you need to get your pet trained properly it may be two different steps
