If you are in the park and need to return an item and have a receipt, simply all one of the cast members in your nearby store to assist you in inquiring about a return. They are very helpful. That's what I did!

Yes your are able to do returns inside the park from items purchased at World of Disney.
I don't think you can return something purchased outside the park, inside the park. I'm not sure why you would need to, but the best answer is: ask a Cast Member. They would know better than anyone.
