Yes you can put up a tent on a r.v. site just may not have a lot of room
Yes you can put a tent on an RV site but the RV sites aren't very pleasant for tent camping. They are much narrower and packed in in comparison to the tent camping sites on the south side of the park.

You can, however the space for it mixes in quality (size, shade, tree/bushes, and proximity to dumping areas of other campers) some will be better then others. Have a great time camping, enjoy the parks! Sunset at the lifeguard lookout is beautiful!
