I normally get a reregistration card in the mail but because I have a 2009 Prius now things are different. The paperwork I received is from ITD. There is currently not a accurate way to get billing cost. What next?

You'll have to go into the DMV to register your car. Because they need to verify that is either electric or gas hybrid vehicle is all.
