There might be a safety issues the train is open no roof
I've seen dogs on the train, I've gone on weekdays. Don't know about how crowded it gets on weekends, or if there's school fieldtrips. From the website: Are pets allowed aboard the Roaring Camp Redwood Forest Train? YES, with limited space - please check with the ticket agent on the day of your visit. Are pets allowed aboard the Santa Cruz, Big Trees & Pacific Railway? Dogs are permitted aboard the train, however it is at the discretion of the conductor of whether or not the dog will need to wear a muzzle. Muzzles are available to borrow at no charge at the Roaring Camp Ticket Office. Animals needed to assist guests (such as guide dogs) are welcome at the Santa Cruz Boardwalk. Other pets, however, are not allowed on the Boardwalk or at the Santa Cruz city main beach. A "doggie" beach is available next to the Lighthouse on West Cliff Drive (hours are restricted) and there are several boarding / kennel facilities within the Santa Cruz area.
Call the roaring camp office to confirm. Wouldn't want your pet to be uncomfortable. Check out the feline friends around the park
