It costs Five Dollars but that ticket covers every site in the White Mountain National Forest for the Day.
I know on the 112 route you only need the pass if you park on lots that have bathrooms basically. If you have a National Parks pass it can be used in National parks and National Forests so can be used all along the Kan.

Limited parking - $100.00 fine for parking on the street! It's a dangerous road. Get there EARLY, or park in the public lot & take the shuttle.

I see some mixed answers here. They actually want you to have this "recreation pass" that costs five dollars. You can get the pass at any place that requires it. It's usually by the trail head in the parking lot. (For example all the waterfalls along rt112 ask for it) and i believe once you pay the five dollars at one of that stations, you just take the pass with you and continue to display that pass at each different place that requires it. The truth is i think most people don't get the pass and just take their chances (me) haha or maybe they just didn't read the signs at the trail head
