There is a fee but it self serve. You drop your envelope with the fee and display a ticket on your dash. Though intern there are no envelopes. I don't think many people actually pay.

Often times I've seen someone at the parking area entrance collecting the fees otherwise it is a good honor system that helps to support donations that put in an envelope and display on your car

I believe you do not need to pay fee if you have a National Park pass with you. There is a bulletin board at entrance that explains this more.
