My husband will need therapy to strengthen lungs, arms, and legs when released from hospital. Can this facility accomodate him short term?

They probably can but I would suggest you stay on the staff because they can get rather lazy. We loved the Rehab Department and they are so professional. Is there Respiratory Therapy there to help with the issue of the lungs? Make sure you ask about it. Some of the nurses and cnas can and will avoid you if they can. Visit often, check the meal menu. My husband would request certain things to eat and at times didn't get it. I started bringing him food from home.
