They never do. Even between 11-1pm when they say the lines are open.
Their phone hours are 9-2 and then their lobby is open at 3pm. Then the place is super busy.
Just go down there if possible, they do get busy
They do answer the phones at the listed times, but if they dont answer you need to leave a message.
