Not that I know of. Downtown Disney is all shops and restaurants.
The biggest piece of luggage I gotten through was a large backpack and that was thourally searched.
If you're staying in one of the Disney hotels, yes. Plus there are lockers near the entrance to Disneyland. I don't think luggage would be allowed through security into Downtown Disney though.
