Only service dogs, but there were plenty of dogs that didn't seem like they were legitbservice animals. I did see security remove one lady because of her dog.

Not anymore. Only service dogs can enter, and you would need to show documentation of that at the security tents.
There are kennels in disneyland for those staying. Dogs are not allowed in Downtown Disney and the security guards will remind you of this.
