it has to be valid 6 months prior to expiration and trust me it is a lot easier to renew here in l.a. than in manila.. there is still a travel ban....chk it first
It's hard in LA... You need to get an appointment. Appointment available will be for the next two months and very limited. Weigh your options... Otherwise if you have dual citizenship, just present your certificate as long as you uses PAL. That's what i've been told by people from the consulate.
