Yes. There are signs all over the lake saying the catfish is not safe to eat but the bluegill, bass, and carp are safe to consume in limited qualities. Based on the stuff I've seen floating in there I wouldn't eat anything and always release but it is not mandatory to. You can catch and keep to eat or taxidermy but catching to throw away is considered waste and is illegal statewide. The cdfw has a downloadable guide which is awesome for determining catch limits statewide. They don't mention Riverside county so I'm guessing it falls under the other areas category. When in doubt always refer to the guide.

Yes. No ranger there = no license needed. BUT. the fish are very smart and hard to catch especially Bass. And Carp.
