Just left there. According to Forest service website, fires are only allowed on established campfire rings. This does not include a ring of rocks. Yes you have a fire in the fire rings that are at Hoover.
We were there on the 26th and they were. You can check with the Ranger station.
I don't believe so. I think all open flame fires are not allowed.
