there has been a cat hanging around for a couple of weeks. she does seem domestic. she is very fragile looking though. I cannot bring her in. What is the next step

I did call the patrol officer. He saw the cat and doesn't feel that it is a concern at the moment. Due to cats allowed to roam free

The cat could also have a chip in them to be identified

You should call the shelter and ask them what they suggest. They may have you call the police departments animal control to come get the cat and bring it to them.
