They do not reserve swimming lanes. If you come before 4pm on the weekdays all lanes are open to the public. After 4 the lanes on the deep end are reserved for the swim team only. There are always 2-3 lanes reserved for member lap swim.
Not as an individual. I see some schools and programs reserve lanes. But there is always a few lanes for regular guests. Honestly though, I've never ran into a situation where I couldn't get a lane. Sometimes I've had to share one, but it's been fine.
