Our neighbor leaves their dog on a long lead cable in the back yard with little shade, for hours most days (barks nonstop), then today the dog was tied to a crate on a 4-foot leash for at least 10 hours in the garage. Anything we can do?

Call n Animal Control to do a safety check

If the animal has access to food and water probably not. But you can always call and ask them to check on the dog.

I had a similar situation with a neighbor. The dog must have access to shade and water. Also the leash length is also a requirement. I called Animal Control and tried many times until they did something. Sadly the dog died under a tree during a horrible storm. It had never been given shots or any medical care. One neighbor rescued it from the pool as it was tethered and could not get out. Worst neighbors ever!
