Its always open, the only time it will be closed is incase the bridge is seriously damaged or really bad weather conditions

You can drive across it 24 hours a day every day. Unless there is some extenuating circumstance. Nighttime restrictions for biking and walking.

Small clarification that I did not put in my first answer yes it is in my opinion open all the time except for exceptional cause however I advise you to cross it and to go up on the bridge after the mist it is high which is the case almost every morning in San Francisco it seems to me because it spoils a little bit there considering the magnificent brightness that we can see so here by going on the bridge at 1h a little higher in the day you would certainly have a sun beautiful at least I wish you in the morning the mist gives a different light and a little bit the visibility here I forgot to specify it for those who do not know
24/7 open. Unless there is a huge storm.
