The message on the wall was part of the Native American protest that was held in 1970. It is meant to signify the land originally belonged to the native population.
In 1969, there was a movement and the native Americans claimed Alcatraz as their own sovereign land.
It was recently touched up for the 50th anniversary of the protest that the native Americans held for 18 months as part of a treaty that was signed by the federal government.

There is a park ranger that explains the writing. It was placed there by native Americans who took control of the island. It was repainted a few years back which is why it looks more recent than the 70's
