I doubt it. It is a bird sanctuary and they don't allow anything on the Island besides water.

I doubt it. That sounds more like an emotional support animal, which is not covered under the Americans with Disabilities Act. Additionally, the work or tasks performed by a service animal must be directly related to the individuals disability. Federal employees (National Park Service in this case) are legally allowed to ask two questions to ascertain these facts so if it is not a specifically trained service animal, I would not risk the embarrassment.
