Yes, as far as I know. I do not believe it is a protected sanctuary. I've caught perch there but there are often lots of seaweed close to shore and will entangle your line.
The beach area is pretty small compared to wide open beaches. In a busy season, week, weekend you might tick someone off who has their family swimming around fishing poles parked in the water. Although, I have seen the cove pretty empty and people surf fishing then. They weren't there long, so I would ask rangers if there are actually park rules on that. But I would assume common courtesy works, too. 👍
