is the water part open this weekend (7/18-19/20??? and if it is do we buy the tickets there or on line??? also the water park is open for the public right...not just guest of the hotel

If you're talking about the beach at the Dunes, yes it's open. Never heard about hotel guest privilege. It is limited capacity. Call the (NewportBeach Dunes) main office in advance.
