Think of it this way.. Dogs are free, but the taxes aren't.. Adoption fees help support the facility for the process.. And so forth.. Look online for free adoption tips and sources
You can have a free dog. But they charge you for the services that they perform during the adoption process which include: sterilization, microchipping, licensing and vaccination. I am not sure how much they charge for adoptions here but it wouldn't hurt to go over there personally and asking someone from the reception desk, calling them at the number they have here or checking their website for more information.
