I have never heard such a thing. The only thing I have heard is that they want to shut down puppy mills because whoever is in charge of running these facilities exudes too much cruelty. For instance they keep the mothers in very small crates on top of each other and when they pee they wet one anothers' faces, they keep them inside the crates all the time with no food or water, and they don't give them a chance to have any contact with the outside world to name only a few. That is why the government wants the public at large to adopt from shelters or take in strays whenever possible so that the puppy mills can eventually go out of business and in this way they can do away with so much animal cruelty.
I hope thats not the case. I think there needs to be rules to breeding, but a full on ban is ridiculous.
