Yes, Westfield Valley Fair changed their policy a few years back to allow dogs in the mall, as long as they are restrained (on a leash, in a carrier/stroller, or being held). Individual stores may have their own policies regarding animals. However, due to California Law, anyone can claim their animal is a service animal and it is illegal to demand paperwork proof. It is unfortunate for me as I work at Valley Fair and am reasonably allergic to dogs, however I have little recourse when it comes to removing them from my store other than relying on the basic human decency of the owner.
I can't remember seeing no dogs allowed signs but I did see people with theirs, staff wasn't telling them anything as far as I saw.
