Alejandro, Although City Hall is not the tallest building in the city, the observation deck offers 360° viewing of the city from the four sides. I hope it's open when you are here.

Hello. I would recommend that you check the City of Los Angeles website lacity.org as time draws closer.

Depends on COVID-19. If California can reduce its cases then it could open. Right now seems unlikely.
