As far as I know you are going to have to go over there personally and find the main office to see if they can direct you to where they have all the archives. You can also call 311 and ask to be transferred to this facility or google the website known as the nationalarchives.gov. I hope they help you to find your paper, pray to god for help and guidance.

Go to LADBS.ORG Look under property activity report, put in your address, only use street and name of street, nothing else, find your permit number that go to any of the building and safety offices there are 5 even one in san pedeo that is fast and helpful,
