Absolutely! There ard no requirements to have to use a tent. I sleep in my vehicle often in parks, so do others.

I don't remember exactly but the area tent only is only walk in and you can't park your van near your site but in the parking area nearby. About 30/50 meters far from your site.

My understanding is it is tent only for a reason. Parking a van is fine but not sure sleeping in it is ok.

Yes, you need to make reservations, walk ups are not available. Some of the rv spots can accommodate rvs up to 30 feet. Most sites are limited to 15 or 21 feet.
