There is a colony of cats and about 20 kittens living in a strip mall parking lot. They maybe be feral. Neighbors have been feeding and watering them daily. Will they come out to rescue them?

No one wants to take them to the shelters because they're saying they will be killed.

No, better to take them to the human society. That or have animal control come get them and take them to a shelter.
