You would need to call animal control. They will pick up the dog and take it to the shelter.

You would either need to call the shelter at the phone number listed here so that they can have an officer pick him up or you would have to drive him over there yourself and tell an officer or an animal care technician at the front counter that you found him so that they don't charge you a fee for surrendering him. It might also help if you go to your doctor and ask him to give you a letter that proves that you are very depressed so that you can give it to your land lord. In this way, you might be allowed to keep the dog provided that he doesn't belong to anyone. Good luck!
