Bikes are allowed at least everywhere a car can go. General park rules say no motorized vehicles on grass or pathways so it sounds like bikes can be ok on trails. The Japanese Garden has specific rules and rule 5 is "No Bicycles or Skateboards". Other rules for it are posted at all entrances.
Yes bicycles are allowed in most parts of the park. I believe its frowned upon in the japanese gardens though
