That's the name Of the original owner.
The owners before the current owners named the restaurant. The name had nothing to do with them personally. It was just a name they saw somewhere and liked. Most locals refer to it either as Billy's or smoothboars. The restaurant has had many owners over the years and many names.
Not sure just know that it is a good place to eat. The Calimari is awesome
