Fire pits are actually first come first served at Mission Bay as reservatione are not enforced typically from what I've experienced going there the past two years. The Gazebos may require permits for ten or more people per event.
I believe they are first come first serve. The City of San Diego has a website. Go to the general Park and recreation page for a permit for special events.
The lake
Free pits. You can have parties at gazebo as long as you share some tables for other parties. If you want the whole gazebo permit is required. Permits are first come first served. Want tables and jumpie with generater about 130$
First come fire get it. Weeke da people will sit by them most of the day until they start a fire at night.

About 5a.m. on a busy weekend have a person sit with the pit until set up
As a local I can tell you this... All fire pits in the entire bay area are first come first serve. Gazebos can, at times, be delicate sense local land dwellers typically have them sewed up...however, city employees come to maintain parks and grounds every day and this forces anyone occupying any recreational facility ((like a gazebo)) to vacate so they can come in and do their thing. Basically, if you're having a get together or something small don't really worry about permits. Stake your claim around 10 11am for best results. If you intend to have a bash or maybe reunion then you should get a permit and also maybe consider fiesta island to be a much more accommodating atmosphere with no shortage of fire pits!

Mission beach park and Ski beach area has many fire pits and a few gazebos did I believe a first come first served basis except you can get a permit if you have a wedding there.
